Civil-Tech was established in May of 1988. Mr. Alan Garman has been President since that time, and Mr. Lyle (Bob) Titterington has been Vice President since 1994. Ms. Mary E. Wisniewski holds the position of Corporate Secretary.
The firm is dedicated to serving the entire West Central Florida area South to Venice and North to Ocala with offices in Brooksville at 12 South Main Street and in Ocala at 903 NE 2nd Street.
The company specializes in all phases of development including Land Planning, Site Design, Permitting, and Construction Supervision.
During the late 1980's and early 1990's, the company’s primary focus was in residential and commercial development in the private sector. Today our work is spread between private and municipal projects.
Growth in the housing market led to numerous site development projects in residential subdivisions. Several sites designed by Civil-Tech are: Amidon Woods, Linden Retreat, Preston Hollow, Sutton Place, Village of Hope, Village Van Gogh, West Linden Estates, Deerfield Estates, Springwood Estates, Orchard Park, Holland Spring Industrial Park, Sand Ridge, Plantation Palms, and Royal Palm Estates. Civil-Tech also performs civil engineering work for local municipalities. Some of the projects completed in the area include: City of Brooksville Municipal Golf Course, Tom Varn Park Basketball Courts and Parking Facilities, Anderson Snow Road Phase IV and Water Main Extension, Breda Blvd. Extension, City of Brooksville Cobb Road Interconnect Project (Utilities), Suncoast Parkway Toll Plaza #4 Utilities, Lake in the Woods Drive Entrance Re alignment, Hernando Beach Water Lines Phase III, Anderson Snow Park Force Main, Jenkins Creek Force Main, Bayport Force Main, Winter Street Force Main, C.R. 476 & S.R. 41 Signalization, Northcliffe & Landover Intersection Improvements, Hernando County Emergency Operations Center, Barclay Road from Sp. Hill Dr. to Elgin, and Hernando County Water and Sewer Transmission System.
All IT functions utilize the most current technology and continuously expands to include the most recent variations to improve the overall quality and efficiency as it relates to all project functions.

Experience
Our staff of ten (10) consists of three (3) Florida Registered Professional Engineers, one (1) Design Engineer, two (2) CAD Designers, and four (4) administrative assistants. Our staff has combined for over 150 years of engineering experience in the Central Florida area, in both the public and private sector.
Technical Competence
In today's ever changing world of engineering, and it's technical advancements, the use of computers and computer software is imperative.
Civil Tech Consulting Engineers, Inc. has worked hard to maintain and grow with the computer age. Our computer network system is a state of the art windows operating system combining Windows XP and Windows 2003 Server operating systems. Civil-Tech is equipped with current technology to assist in all aspects of the roadway design process. This includes Dell Precision Workstations running Autodesk Civil3D / Land Desktop 2007 for roadway design and construction document production. Drainage design will be completed using the latest versions of adicpr and modret. Civil-Tech has obtained the latest SWFWMD basin studies for the bulk of Hernando County in ESRI ArcInfo format and utilizes ArcMAP for analysis of these studies prior to drainage modeling. All data is stored on our network servers and backed up to tape each night.. The Network Operation of our equipment allows for direct file sharing and E-mail capability with companies and clients throughout the world.
We are constantly updating our computer network and software, using the newest technologies to more efficiently serves our clients.

This web site not only provides us with advertising, but also gives our clients the ability to contact staff members via E mail and check their project's status 24 hours a day. With a few clicks of your web browser, and your assigned project number, you can review the project status, which is updated hourly. The on line project status is assembled by our project managers and staff, and follow the critical path of the project from commencement to completion.

Is a native of Brooksville and has lived here for more than 50 years. He has been very active within the community and has served on several City boards. He has worked in civil engineering in the private sector his entire 34 year career, working for the Deltona Corporation, Rudolph & Lawler, ADP & Associates, and Civil-Tech Consulting Engineers, Inc. He is widely experienced in land use issues, commercial site planning, subdivision design, water and wastewater collection/transmission systems, roadway design, drainage design and permitting both through SWFWMD and FDOT, and construction management.

Is a registered engineer with over twenty years experience in the Civil Engineering field, both public and private. He has a wide range of experience including transportation engineering, highway construction, stormwater, landfills, wastewater treatment facilities, pump stations with forcemains and potable water systems. His professional and technical duties have included managing the Engineering and Road Maintenance Departments for Marion County. He is very familiar with all aspects of Marion County as a current resident of Ocala. Mr. Titterington has served in various positions as City Engineer of Brooksville, Project Engineer for Citrus County and most recently as County Engineer of Marion County.

Is a professional engineer with over 26 years of experience in the Civil Engineering field. He previously served the public by working for the Florida Department of Transportation for 35 years. The past ten (10) years were spent serving as the Resident Maintenance Engineer and Project Manager for the FDOT for the entire Hernando, Pasco, And Citrus County areas. Prior to this period he worked as a contracts and permits engineer performing contract development and development review for consultants doing business with the FDOT. Other experience with the FDOT included site and roadway design, construction engineering inspection, and surveying.

His professional experience includes stormwater management and drainage, streets and highways, potable water supply and distribution systems, domestic wastewater collection, treatment and effluent disposal systems, solid waste disposal, mining of peat and limerock, County government and permitting through Southwest Florida Water Management District, St. Johns River Water Management District, South Florida Water Management District, Florida Department of Environmental Protection, Army Corps of Engineers and several counties and cities.

Mary has been a resident of Hernando County since the year 2000 and a valued member of the Civil-Tech team for most of that time. She prepares permit applications and submittals to the various agencies, municipalities and departments which review and permit the projects. Most of the research at the front end of a project is completed by Mary and her staff providing the design staff with the information to do their jobs. She maintains the project web pages so both staff and clients are aware of the progress through the permitting process. Recently, GIS has become an invaluable tool in planning and design and Mary uses these tools for her research as well as for the preparation of maps and exhibits. Overall, her knowledge of the process of permitting and her technical / computing skills allow her to assist in almost every phase and aspect of civil/site engineering design.

Mr. DiCaro has worked in the Civil/Survey field for more than 5 years. Mr. Dicaro is versed in the latest releases of Autocad. He is also very proficient in other graphic illustration software. In addition to his duties here with Civil-Tech, he has designed many logos and advertising brochures for residential developments. Mr. Dicaro is very in tune with Hernando County's Landscape ordinance as well as most other ordinances affecting commercial sites and residential developments.

Mr. Charlow recently returned to Civil-Tech from the United States Air Force. He had worked at Civil-Tech since his senior year in high school. While in the Air Force, he used his civil-engineering training to procure a position with GIS informational systems for strategic planning. Mr. Charlow had worked briefly in the survey field and with a local government department prior to working with Civil-Tech. He has a vast knowledge in Commercial Site Planning, Minor Drainage design, GIS informational systems, along with CADD and Project Management.
